State Cadastral Valuation Under the New Rules

On January 1, 2018 the Law of July 3, 2016 № 237-FZ “On State Cadastral Assessment” came into force. The law provides for application throughout the country of a uniform methodology for cadastral assesment, based on the principles of uniformity and validity. And in March of this year, President of the Russian Federation V.V. Putin on the basis of his Address to the Federal Assembly assigned the RF Government to make amendments to the federal legislation providing for improvement of the procedure for identifying the real estate objects cadastral value in order to prevent application of the cadastral value of a real estate object exceeding the value of its market value when taxing. Implementation of the President’s order is of particular importance in the context of applying the adopted Federal Law in practice. Chairman of the RF CCI Committee on Entrepreneurship in the Real Estate Economy Alexander Kanshin told about the pressing issues of the reform in the system of state cadastral valuation and optimization of land relations.
