Implementation of socially oriented scenario will allow to accomplish transition of  municipal unit economy onto the energy-saving and innovative way, providing human capital development.

We consider events strategic when they affect the interests of many people and affect the lives of generations to come. The so-called Arab revolution are attributed to this sort of events. Someone call them date revolutions, someone – pistachio revolutions, in any case we encountered very serious catastrophes recently.

Crises and disasters in political, economic and technical fields are prime examples of  dangerous arrogance and limitations of our ability.

The necessary component for transition to an innovative society is the idea, common purpose, perceived and shared by people.
