Changing the current economic situation in Russia is possible only through a global reorientation from external processes and phenomena to internal processes and phenomena at all levels. Both the causes of “economic illnesses” and resources for their healing are inside the country. The strategy for socio-economic development of Russia should consist in refocusing on the domestic market development and domestic demand.

One can long list problems faced by our economy after the economic reforms onset. But the most serious of them are: extremely low rates of economic growth and resource degradation of the economy, threatening the very existence of our country. Scientists, experts and politicians bring a lot of reasons of this and offer a variety of different methods and ways to remedy the situation. But it is extremely important to determine the main cause underlying these problems, because without its elimination it is impossible in principle to resolve them and all the measures taken will be ineffective or useless. That is, we are talking about the “key link”, pulling which one can pull out the whole chain of economic problems of our country. Publications and various speeches most often cite the bad investment climate or the practical unavailability of long-term and cheap loans as the main reason. But is it really so?

Federal Law “On Amendments to the Federal Law “On appraisal activities in the Russian Federation” and Article 3 of the Federal Law “On Amendments to the Federal Law “On appraisal activities in the Russian Federation” adopted by the State Duma on May 22, 2015 were approved by the Federation Council on June 3 and signed by the President of the Russian Federation on June 8, 2015. The new federal law establishes a uniform type of examining evaluation reports – a value-based. The changes took effect on July 1, 2015. Appraisal business is expecting new developments in self-regulation and taxation systems. The chairman of the RF State Duma Committee on economic policy, innovative development and entrepreneurship, president of the Association of Regional Banks of Russia Anatoly G.Aksakov told about the vectors of changes in economic policy and, accordingly, in the appraisal activities.

Kirill Y.Kulakov, the first deputy general director of the Center for Property Independent Expertise, a member of the Council on evaluation activities at the Ministry of Economic Development of Russia, the MGSU professor, doctor of economic sciences, FRICS, in his interview with “ES” magazine told about these, as well as other large-scale legislative innovations in the sphere of assessment activities.

In November 2014 the property market has officially adopted the international standard of office premises measurement released by the International Property Measurement Standards Coalition (IPMSC). This first of its kind document offers a general scheme for measuring office buildings throughout the world and, by the way, is available in Russian. Recently RICS (Royal Institution of Chartered Surveyors in the field of real estate) has unified its Code of real estate measurement with IPMS. The updated code contains the information required by certified surveyors for measuring customers’ office buildings in accordance with the international standard. Update was published in the form of professional declaration and ensures implementation of identical measurements on all real estate markets. We spoke with one of the RICS members Sergey Chemerikin about how this standard can affect the real estate assessment, as well as about its prospects in the Russian market.
