The payment system BELKART is the only national payment system in the Republic of Belarus, which allows to execute payments, to accrual and receive salary, scholarships, to accomplish money transfers and to keep money on the account. A little more than a year ago CJSC “Payment system BELKART” was headed by Elena Gennadievna Nesterenok, who had worked for more than 15 years in the largest banks of the republic. In her interview to the “ES” magazine Elena Gennadievna summarizes the work results of 2016, tells about the history of the national payment system formation, the problems that arise today and the ways to solve them, and also dwells on plans for the future.

During its more than 70-year history, JSC “558 ARZ” has proved itself to be a reliable partner in repair and modernization, in production of spare parts and components for aviation equipment. In 1998, Alexander Vasilievich Savchits headed the Brest Dairy Plant — an enterprise whose capacities were worn down by 90 percent, and managed to turn it into a thriving dairy company known both in the Republic of Belarus and abroad — OJSC Savushkin Product. Today the company is the first in Belarus both in terms of volume and efficiency of milk processing. For many years of conscientious work, high professionalism and a great personal contribution to the economic development of the region A.V. Savchits was awarded the title of “Honorary Citizen of the City of Brest” and was awarded the Order of Fatherland II and III degrees. In his interview with the “ES” magazine Alexander Savchits, General Director of Savushkin Product, told about innovative approaches to production modernization, ways to reduce costs and work in new markets.

In September 2015 started the construction of a new metallurgical plant in the Republic of Belarus — the Miorsk Metal Rolling Plant, which will become the unique manufacturer of electrolytic tinning and cold-rolled sheet in Byelorussia, and, according to experts, will occupy a worthy place among producers of tinplate in the CIS and Europe. The key factor determining the victory in the battle for the future is not the territory, not the army and not the volume of financial, material and intellectual resources being involved. The key factor of the victory is cognitive programming of subjective reality: mass-individual adjustment of the semantic interpretation of the existence goal and life success to form the material future through self-adjustment of the surrounding subjective reality to the “image of Victory” in cognitive perception of oneself and the surrounding material, virtual and imaginary individual world. Special urgency is acquired by this factor in conditions of building a “digital economy”. The basis of such mechanisms constitutes noomonitoring as a tool for making a “cognitive snapshot” of subjective reality, forecasting, planning and metaprogramming on its basis the “image of Victory” by forming in groups of individuals new knowledge about themselves and the surrounding world, as well as the structure of ideological and professional patterns for interpreting surrounding reality and its subsequent correction within the personal management while developing and implementing management decisions of individuals and groups as a basic reference point for managing groups of interrelated people, machines, technical, including information, systems and natural objects.

Lately politicians are talking a lot and political scientists are writing about “tectonic shifts” in the modern world, but they have rather vague ideas about the nature of these shifts. Matrix is an attempt to identify the main factors of the processes, taking place in the world economy, to systematize them, to show the main interconnections and, on this basis — to reveal the causes of “tectonic shifts” and their mechanism. Peres and other authoritative scientists, analysis of the world economic development over the past 250 years makes it possible to predict accurately the future development of the world for the next 30-40 years and to outline the main directions of development until the end of the present century. In their forecasts of the future, many domestic and Western political scientists demonstrate linear thinking, because they do not understand the cyclical nature of any, primarily social, development, defining the “future” from today, rather than exploring century-old trends.

The article tells about the life of the legendary financier, candidate of economic sciences, multiple holder of the Order of the Labor Red Banner Andrei Ilyich Dubonosov (1900–1978). In the Soviet period, he headed the Moscow People’s Bank in London (1959–1967). Under his leadership the bank increased its assets by almost 30 times, began to work actively with British government securities, expanded loans to local urban projects and participation in the foreign exchange market activities.
