A cluster of the current crisis – is not a sign of the end of history, it serves as an impetus for new immense transformations, including the waves of epochal and basic innovations, which will take probably the whole space of the second quarter of the XXI century, and perhaps even more.

This year, more than 100 social sphere facilities and objects of housing and communal services are under capital construction on the territory of the Volgograd region. For this purpose 4.6 billion rubles were provided in the regional budget. It should be noted that the regiondid notbuild social objectsat such a pace and with such large-scale funding for a long time. People’s confidence can be gained only through real actions.

 The paper contains analysis of relevant theoretical and methodological problems of formation of an innovative system the regions of Russia. On the basis of long-term approach of systems engineering method proposed by the author of a proactive competitive region strategy management in the context of globalization of innovation processes.

 Historical analogies and parallels are dangerous, as conditions of development are radically changing. Yet I would run risk to call the post-crisis period in the development of new Russia – 2010-2011 and the number of successive years – the new times of stagnation.

 Developments in the socialist camp were evolving so rapidly that even the German initiatives, about which we informed the top leadership, could have soon become worthless and fallen away. But to probe the soil to assess the seriousness and reality of  the proposals would be at that time – at the end of 1989 – rather expedient.

 The cognitive challenge faced by the world and Russia, opens new horizons. The objective need for rapid obtaining of the new quality of control in an increasingly complex and uncertain world urges mankind to achieve rapid progress of cognitive technologies, to transform this area into a powerful industry.

 Russia could develop faster, comprehending and learning from foreign experience of  “innovation economy”, including for the subsoil usage.
