Personnel Problems of the Military-Industrial Complex: Approaches to Solution

The importance of considering this problem is due to the fact that with the beginning of a special military operation, the volume of state defence orders increased, which, in turn, entailed the need for new staff recruitment to enterprises.

However, having switched to an enhanced operating mode, enterprises of the defence-industrial complex faced the acute problem of a qualified personnel shortage. The undertaken analysis showed that unfavourable demographic situation in the country has a significant negative impact on the number of personnel in the labour market: the population under working age is declining, there is an evident decrease in the employees’ number in the age groups of 15-29 years and there is an outflow of young workers from enterprises as well. In addition, a serious problem for domestic enterprises is the low level of labour productivity, which also has a negative impact on solving problems of providing the required production volumes.

The author proposes a possible approach to solving this problem through active implementation of lean production methods at enterprises of the military-industrial complex.

Staff Motivation and Stimulation — the Most Important Organizational Reserve for Increasing Production Efficiency

In modern conditions the primary tool for attracting qualified specialists, minimizing staff turnover and stabilizing a workforce, maintaining and developing staff’s desire to improve professional knowledge and skills is the system of motivation and stimulation of their work activity. That is why the present article, which dwells on choosing the most suitable system for enterprises and organizations of the defenсe industry, based on specific industry characteristics, seems undoubtedly relevant. In the work: 1) literary sources dealing with the issues of labour stimulation are analyzed and summarized; 2) an analytical study was carried out using real data on dependence of the most important indicator of the production and economic activity – revenue from product sales – on the qualitative professional and age characteristics of the business entities’ personnel; 3) a comparative assessment of the personnel motivation and incentive systems used in developed foreign countries is given (information base, mechanisms for forming personnel remuneration rates, advantages, disadvantages, possible areas of application); 4) a justification is given for the expediency of using the Japanese system of lifelong employment, seniority and organization of groups from enterprises’ employees for searching and resolving the “bottlenecks” in the Russian military-industrial complex as the basic fundamental elements; 5) proposals (a set of organizational and economic measures) were formulated to attract young specialists into defence-industrial complex.

Socio-economic Development of Russia in the First Quarter of 2024 — Economic Growth is Accelerating

The article dwells on the change in the market index of “Economic Strategies” (MIES) for the first quarter of 2024. The contribution of demand and supply indicators to the KIES is assessed. Analysis of industrial production is carried out.

Comprehensive Approach to Harmonizing the Problem of Sustainable Development of the «Climate — Nature — Society» System

The author examines transformation of the “climate-nature-society” system (CNSS), identifying potential directions for sustainable development and improving the well-being of the Russian population. In this context, an example of the forestry complex shows the key role of the best available technologies in creating social production, minimizing losses, waste and negative impacts on the environment. It is proven that effective implementation of conceptual platforms within the digital economy depends both on the legislative framework and on national policies on environmental management issues that are consistent with the trend of CNSS stable development.

Strategic Challenges and Trends in Human Capital Management

The author of the article summarizes the key current trends in human resource management over the past two decades, regularly analyzed by various research and consulting companies.

Based on the assessments of a number of foreign and Russian experts in the field of HRM, three groups of these trends and factors, that determined them, are identified: 1) related to the changed business context, the labour market and the need for qualified personnel; 2) related to new digital technologies and tools; 3) related to organizational culture and HRM ideology.

These trends have a significant impact on human resource management strategy.

Is it Dawn Soon, Comrade? Emerging Positive Changes in the Domestic Appraisal Industry

The article examines key trends in the development of the Russian appraisal industry in 2023–2024, analyzes problem areas and outlines the points of growth. The author relies on the results of an annual study of the valuation services market, which is conducted by the Rating Center of the Institute for Economic Strategies in order to study the ability of industry companies to adapt to current realities and to identify leaders capable of creating and exploiting high strategic potential. When forming a company profile and constructing a scenario forecast of the company’s strategic potential dynamics, in addition to quantitative indicators, qualitative indicators are analyzed, including the level of the services differentiation, the quality of goal setting, involvement in the activities of professional communities, the company’s attitude to the external environment — from participation in charity programs to attention to details that form the image.

Country Risk as a Characteristic of Investment Attractiveness

Among premiums for various types of risks, determining the value of the capitalization/reduction rate in the formulas of the income approach to evaluation and efficiency of investment projects, the premium for country risk occupies a significant place.

At the same time, taken independently, it can be considered as an indicator characterizing the investment attractiveness of the country. The article describes many years of experience in calculating the country risk premium for the Republic of Belarus, the Russian Federation, Ukraine and other countries. The influence of the Russian Special Military Operation in Ukraine on the value of this indicator is demonstrated. The article is intended for financial advisors, appraisers, teachers, students and scientists in the field of finance and valuation, as well as for specialists in related fields of economics.

Strategy for Step-by-step Expansion of Digital Engineering System Tools with Artificial Intelligence

This work continues to examine the model-oriented system engineering [1–3] and at the same time presents an approach based on streamlining and sequentially complex complementing of MBSE formats according to the principle “from simpler to more complex” with the subsequent study of the possibility to include the considered modeling formats in tool platforms of digital engineering. The main focus is made on the systematic orderliness and logic of the approach presentation, with the understanding that in the subject area there is a wide range of divergent definitions (the well-known effect of the language of the Tower of Babel builders).

Who Manages the IT of Large Industrial Companies?

In any organization, regardless of its scale/dimension (from an enterprise to a state), two goals that are invariant with respect to activity are relevant: sustainability and development of the organization. Neither of these goals should be achieved at the expense of the other. Technological dependence of industrial and financial capital on information technology has made corporate IT an important element of an organization. However, corporate IT of large industrial companies has its  own peculiarities. They focus on sustainability of the IT infrastructure, and give the initiative in developing functionalit y of business systems to the so-called functional customers. In the current turbulent conditions it is necessary to abandon the stereotypes of corporate IT management. The article provides recommendations to general directors and shareholders of large industrial companies.
