Artificial Intelligence and Supercomputing Technologies

While the physical basis of natural intelligence is the human brain, the physical basis of artificial intelligence (AI) is constituted by computers. Currently, the processes of creating AI based on computer technology are developing in two main directions — logical direction and neuromorphic one. The logical approach is aimed at creating computer systems designed to solve one or a limited set of “intelligent” problems (that is, problems whose solution would require intelligence if they were solved by a person). The neuromorphic approach aims to create computer systems that imitate the human brain functioning, and ultimately to create its artificial analogue.

Scientific and Methodological Approaches to the Problem of Creating a Model of an Enterprise’s Digital Twin

The article dwells on scientific and methodological approaches to solving the problem of forming a model of a digital twin of an enterprise, the production process, products and resources at all stages of the life cycle, when all departments involved in development, production, operation, including repair work, are represented in the form of a computer network that unites the combined elements of three types: sensors (detectors), factors (actuators and devices), control and management bodies. Proposed scientific-methodological approaches and principles of a “virtual enterprise” modeling are quite universal since they permit to provide a reflection and mathematical description of the dynamics of changes in the performance of an enterprise, its divisions and transformation of properties and characteristics of high-tech products that occur during the production process.

Strategizing Education Development in the Context of Digital Transformation: European Experienc

The COVID-19 pandemic has created a powerful additional incentive for digitalization of education. The article examines the example of strategizing education development through the prism of digitalization presented by the European Union. In the context of increasing global competition for talent in the IT field, the European Union recognizes the current pace of IT personnel training as insufficient and aims to introduce effective measures to attract IT talent from all over the world. This poses a threat of intensified “brain drain” from Russia, which must be taken into account when strategizing the education development in Russia.

On Russia’s Long-Term Economic Strategy

Overcoming the main problems of the Russian economy based on domestic demand and potential for the internal development will require a significant change in its structural proportions. Necessary transformation, spurred by defence needs, is already underway with results surprising the West, which had hoped that unprecedented economic sanctions would break Russia’s resistance to its dictates. Moreover, the comprehensive aggression of the West against Russia seems to be backfiring and, instead of destroying it, contributes to its strengthening, creating conditions for a powerful economic breakthrough of the Russian state.

Personnel Selection and Training for Structures with Critical Cognitive and Psychological Workloads in the Conditions of Complex Special Situations (Operations)

A number of different kinds of critical situations (from natural and man-made disasters to coup attempts and military operations), which took place primarily in the very last period of our country’s life, demonstrated significantly more serious, close to the maximum possible pressure on security forces and other departments – more than it was envisaged for many post-Soviet years. It became clear that new, more rigorous and effective technologies for forming and developing specialists’ competencies are needed. The purpose of the present article is to develop tools and methodological recommendations for selecting and training personnel for work or service in structures whose functioning involves critical cognitive and psychological workloads, including in complex special situations (operations).

Attractor of Stable States of a Social Body: Mathematical Modeling of a Stable State of Control and Options for Loss of Controllability

Numerous works on mathematical modeling of the society structure, group formation and dissemination of information do not provide a single consistent model that includes all the empirically discovered properties of society that act as modeling limitations. In this work a mathematical model of stable states of a social body is constructed, it allows us to analyze and predict the controllability of a social body.

Global Reset of Russia’s Sociocultural Trend: from “Classical” to “New” Eurasianism. Part II

The article identifies dynamics of the Eurasian concept, which is considered as the basic strategy for the positive development of Russia’s foreseeable future. The author shows that over the last century the national Eurasian model has been transformed in the process of actual socio-economic and political-ideological attitudes. Within classical eurasianism Russia is viewed as a special geographical and socio-cultural civilization that combines Western (Western European) and Eastern (Asian) stereotypes.

It is proved that in the process of the USSR development and formation of the “new” Russia, the theory of eurasianism with a Western European trend was being implemented. Since the second decade of the 21st century, in order to overcome the consequences of anti-Russian sanctions, the Russian Federation has been stimulating a national strategy of Eurasianism with an Eastern (Asian) orientation. However, by the middle of the 21st century in implementing the conceptual model of Eurasianism Russia will return, as suggested in the article, to a classical strategy based on a balance of Westernization and Orientalist ideas.

Methodology for Compatibility of the State and Development of Society Paradigms

The purpose of the study is to develop the bases of a methodology for compatibility of paradigms of society and its subsystems based on the compatibility of human needs and social values. The growing paradigmatic field of society is examined. The author studies expanded composition of the society subsystems based on the spheres of its life activity. He also defines and presents the compatibility of the society subsystems and the subsystems of an organization as a “unit” of society. A list of the main paradigms in the hierarchy of society subsystems is compiled. The role and significance of the methodology fundamentals for compatibility of the society paradigms are substantiated.

Innovation Processes in Large Urban Agglomerations of Russia

The author of the article analyzes trends in the development of innovation activity from 2005 to 2021 in the six largest urban agglomerations of Russia — Moscow, St. Petersburg, Nizhny Novgorod, Kazan, Yekaterinburg and Novosibirsk. As a result of the study, it was determined that in order to further realize the innovative potential of the largest urban agglomerations as sources of economic growth of the country, it is necessary to finance and support industries engaged in innovative types of economic activities, develop mechanisms for integrating science and business, build and develop inter-agglomeration (interregional) connections and cooperation in scientific-technological development.
