Contemporary Approaches to Economic Stimulation Using Financial Instruments

The Belarusian nuclear power plant near the city of Ostrovets, Grodno region, is being built taking into account new standards dictated by both global changes in global security requirements and the development of technology. Global challenges as the core of the processes of globalization and formation of a new world order provide direction and rhythm of transformation processes in all countries. The article dwells on a set of interconnected global challenges, their retrospective dynamics and future trajectories. Particular attention is paid to the place of Russia in global transformations. It was revealed that thanks to measures taken at all levels of management, positive dynamics have formed in relation to many challenges, but the progress is developing at the expense of ecology and safety. Critical for Russia is a fundamental science cost lag; with such a gap, we won’t be able to ensure defence, economic and technological security and will form the future for ourselves on the far reaches of the world progress

Russia and the EU: Dynamics and Structure of Trade Relations

The traditional and most developed form of international economic relations is foreign trade. This article analyzes the dynamics and structure of Russia’s foreign trade with the EU countries in the period from 2011 to 2018. It should be emphasized that external challenges not of an economic but of a political nature have led to the disruption of economic cooperation between the Russian Federation and the EU, including in the field of trade, which underlines the relevance of this study. Functioning of Russian Trade Representatives in the EU Countries in the Paradigm of Value Chains

The article examines the nature of trade representatives abroad and their role in Russian exporters’ participation in value chains. To this end the author proposes a role model for functioning of the Russian trade missions, as well as analyzes operation of Russian trade representatives in some EU countries in the paradigm of value chains and proposes measures to increase trade missions’ efficiency in some EU countries. As part of the analysis, the author made use of analytical reports on the state of economy and the main directions of foreign economic activity, prepared by trade representatives, as well as analytical materials received from trade missions of the Russian Federation abroad

Impact of the US Federal Reserve Policy on Developing Countries

The article analyzes the consequences of increase in FRS rates for developing economies. It is shown that even minor changes in this indicator significantly affect not only the direction of global financial flows, but also the growth prospects of developing countries. Therefore, it is necessary to take into account the influence of market expectations regarding direction of the US FED interest rate when formulating monetary policy, applying monetary control tools and developing proposals for macroeconomic decisions

Special Investment Contract Instrument Reforming

In July 2019 the Federal Law of December 31, 2014 N 488-FZ “On industrial policy in the Russian Federation” that determines legal and regulatory basis of the usage of special investment contract instrument (SPIC) was extensively revised. At this moment a package of new secondary legislation is being developed, regulatory framework in the sphere of SPIC is due to be reviewed locally. The article analyses key changes and distinctions between ‘SPIC 2.0’ and the previously used variant of the instrument. In the article there are given the results of SPIC’s application in the previous version during 4-year period. Taking into account that the reviewed changes of the instrument not only clarifies its content and masters its application but also changes subject focus of SPIC one can be talking about complex reforming of the instrument at present time

Transparency of Granting of the Information — a Stumbling-Block Between Board of Directors and Shareholders of the Company

The presented clause considers features of granting of the information board of directors of the company its shareholders. The present article purpose is the finding of certain balance of interests between participants of the company (avoiding of the agency conflict), by means of development of the certain mechanism which would allow to warn drawings of a damage of the company. In particular, the regulations of activity developed by the board of directors, with a view of provision of an openness of the information. The information openness of proceedings of board of directors will promote to management transparency of the company, and also increase of its investment attraction. Besides, the openness will allow to understand the true purposes of strategic decisions of company management. Absence transparency in the information on a society, on the contrary, can prevent its successful development. Feature of the presented work is the finding of balance of interests between board of directors (management) of the company and its shareholders. The compromise will be find between granting of the information from company management (validity of granting of the information) about activity of the company and a non-admission from shareholders of abusing the right — availability of unreasonable interest in reception of the corresponding information, intended creation of objective difficulties which can negatively affect company economic activities as a whole and on interests of its shareholders. Recommendations will be made with the help which probably to improve quality of corporate governance by means of the information policy of the company. Achievement of the compromise can be reached concerning information granting (including, about proceedings of board of directors) between management of the company and hareholders by means of constructive dialogue which will allow to soften an agency problem. Besides, in the presented work it is considered necessary implementation in the national legislation of institute of authorised persons which purpose is the control of behaviour of other interested participants at fulfilment of certain transactions (including, the transactions connected with a conclusion of assets from the company) which can be directed on causing of damage of the company and also break economic interests of other shareholders

Role of the Industrial Complex for the Country’s Sovereignty in the New World Order and Emergence of the IT Industry After Digital Transformation of Society

The quality of industrial complex (IC) is crucial for the country’s sovereignty and the living standard of people in the context of survival and development in the new world order. Therefore, IC is increasingly becoming an object of competition and an instrument of some countries’ pressure on the other. However, the terms “industry” and “industrial complex” in the scientific economic community and government bodies do not have a generally accepted scientific definition. It is important to understand that the IT model of a developed state, with regard to digital transformation, should also include IT and a socio-strategic unit. Given these factors, the structure of an ideal IC model of a developed state in the emerging information society is proposed. The IC structure, along with industrial groups A and B (the means of production and consumer goods) includes new industry groups: C + D groups (manufacturing universal products — energy-electricity and information-knowledge) and X group (production of public and collective goods contributing to the state goals).
