Potential for Economic Sanctions Effectiveness

The article analyzes mechanisms of sanctions action and the problems that are faced by countries that use this political instrument. Particular attention is paid to cases of applying sanctions against the Russian Federation and Iran without expressing any subjective opinion on the legality of these countries’ actions. It is proved that economic sanctions in most cases are fraught with economic costs for all participants in sanctions episodes, including countries that initiate these sanctions. The country, against which the sanctions are imposed, is likely to develop trade relations with the third parties that do not participate in the sanctions coalition.

The article tells the history of creating a widespread now financial instrument — Eurodollar, about the role in its appearance of the USSR and the Soviet banks abroad — Moscow Narodny Bank in London and Eurobank in Paris, about the events preceding its appearance — the International Monetary and Financial Conference in Bretton-Woods, about the USSR’s attempts to escape from American sanctions. The article describes the consequences of introducing Eurodollar, of establishing new order for US dollar use in the world and the punishment of countries not supporting these new rules. One example of control over implementation of sanctions imposed by the United States is the story of punishing the Soviet Union for trade with Cuba, when US dollars, been applied by Moscow Narodny Bank for buying Cuban sugar, were blocked for 30 years. The article is dedicated to professionalism and ingenuity of the Soviet bankers and to the errors they committed, by inexperience.

In conditions when the USA are implementing the global geo-economic project (Trans-Pacific Partnership and the Transatlantic Trade and Investment Partnership), designed to radically reformat zones of strategic influence in the global economy, there is a need for a new management model, the counter Russian project (Big Eurasian Partnership) relying on fuel-energy and transport-logistics infrastructure based on cooperation of states — the EAEU participants. Big Eurasian partnership should be aimed at globalizational-strategic transformation of post-Soviet economic integration and cooperation to expand the spheres of profit extraction and increase of added value, obtained by the EAEU companies at accessible markets in Europe and Asia.

September 11, 1973 in Chili was a military coup. It was not the usual type of rebellion garrison, and well-planned military operation, the of which was made a combined attack using aircraft, artillery and infantry. The rebels were immediately engaged all public and government agencies. The officers refused to support the coup were shot. In a coup toppled President Salvador Allende and the ruling National Unity. To power a military junta, led by General Augusto Pinochet, who succeeded General Cаrlos Prats, a prominent military and political statesman of Chili, which will be discussed in this article. The article tells about the time of his command of the Chilean army, and climax in his military career. His role in the dramatic events which took place in Chile in the 70th of the XX century. Also shows traces of his personal diary, in which General Prats wrote that meant for his country during the government of Salvadore Allende and what was the real role of the armed forces in the political process of the country.
