Main Directions for Improving the State and Municipal Proper ty Management System

The state and municipal property management system is a set of agreed methods and means of targeted influence on the subjects of management process in order to achieve specified goals. The principle of maximizing the income received cannot be used as the basis for assessing the management of state and municipal proper ty objects due to the public nature of this category. In addition to the general principles of managing state and municipal proper ty inherent in the existing mixed economy, it is also necessary to take into account specific ones that meet the requirements of the transition period.

These include: compliance of the content and methods of management with the nature of reforms and, first and foremost, with ensuring progressive institutional shifts in the economy; focus of management on overcoming the systemic crisis of the economy and implementing its restructuring; compliance of organizational elements of management with the tasks of implementing industrial, investment, innovation and other policy areas.

On the essence of modern property relations

The recent campaign to seize large enterprises from private property based on appeals from the General Prosecutor’s Office of the Russian Federation to the courts is causing a mixed reaction in the public consciousness. On the one hand, the people have long been yearning for a review of the results of privatization – unfair, unreasonable and criminal. On the other hand, the statute of limitations for challenging acts of privatization of state property in the 1990s. has long expired, and their abolition looks like an arbitrariness of law enforcement agencies, grossly trampling on basic property rights, which are considered the basis of the current economic structure. Let’s try to figure out if this is so.

A View in the Retrospect of Time: A History of State and Business Interaction. Marxist’s Interpretation in the Pre-October 1917 Period

The following two lectures of the series on the role of State in the economy (see ES–2016, N 2, 3, 4) deal with Concepts of the founders of Marxism and their adepts respectively, in the pre-October 1917 and the post-October period on the directions, methods and goals of the State economic policy towards the building of so-called communist society. I identify the vector of economic thought in a separate section due to significant influence that Marxism and Leninism ideas had impinged on the Economics and Politics. A rising tide of interest in the Marxist ideas in some social strata and countries nowadays is due to a slowdown in the global economy and to the aggravation of socio-economic problems. The Marxist views analysis of the State’s attitude towards entrepreneurship is needed to identify the roots of the tragic events that occurred in the twentieth century, and which mark the centenary in 2017.
