The state of the healthcare system in the regions of the Arctic zone of the Russian Federation

Examines the state of the healthcare system in the regions of the Arctic zone of the Russian Federation based on the analysis of the level of provision of the population with healthcare facilities and personnel, judging by such specific indicators of annual state statistical reporting as the number of doctors of all specialties and secondary medical personnel, the burden on healthcare workers, the number of secondary medical personnel per doctor, the population per one a hospital bed, the capacity of outpatient clinics, the morbidity of the population with a diagnosis established for the first time in their lives. The ranking of the main classes of diseases according to the indicator characterizing the number of cases was also carried out. The dynamics of changes in these specific indicators from 2005 to 2021 is given, which allowed us to identify trends towards an increase or decrease in the quantitative values of the indicators under consideration.

On the systemic stratification of societies and the population in them

The problem of stratification of societies and the population in them according to the criterion of specific production of national capital (NPC) and capital (PCC) of subjects of the Russian Federation is discussed in comparison with stratification by specific GDP. The integral interpretation of capital as the sum of physical, human and social components means: scientifically substantiated stratification of both the countries of the world and their population is based not on indicators of the standard of living, but on indicators of the quality of life; not from GDP, but from PNK or a dimensionless analogue of PNK – the quality of life index I. Stratification by GDP is another suggestion in science.

Prerequisites and goals of the development of the petty-bourgeois sector of the economy in the Russia

The article presents the prerequisites for several bourgeois reforms in the 19th century on the territory of the Russian Empire, as well as the division of the bourgeoisie as a class of owners of means of production, that is, capital, into three groups – small, medium and large. Based on the Decree of the President of the Russian Federation No. 204 adopted on May 07, 2018 «On national goals and strategic objectives of the development of the Russian Federation for the period up to 2024», it is concluded that the national project «Small and medium-sized entrepreneurship and support for individual entrepreneurial initiative», and including the corresponding goals and criteria for their achievement, are focused on the revival of the petty bourgeoisie as owners of capital.

The analysis of the five goals of this national project and the criteria for their achievement showed the expected (planned) annual dynamics of the development of this sector of the economy until 2024. Comparison of the funding volumes of the corresponding five federal projects that are part of the national project under study, from three sources of funding – the state federal budget, the consolidated budgets of the constituent entities (regions) of the Russian Federation, extra-budgetary funds, made it possible to identify the most priority federal projects in terms of funding volumes.

After analyzing the structures of agricultural production by peasant and individual households, the authors revealed a fairly clear division of production sectors between these two categories of farms.

Modern conditions for the development of a market economy in the Russian Federation

The article provides a brief analysis of the state of the macro-industries of the Russian economy, it is shown that in the market conditions of the modern post-pandemic and tough sanctions period, there is a need to restructure production to create substitute goods.

This is especially true for small and medium-sized enterprises in all sectors of the economy, where the implementation of the national economic policy is carried out in accordance with the Decree of the President of the Russian Federation No. 204 of 07.05.2018, the implementation date of which is scheduled for 2024, development of all sectors of the economy and types of economic activity, and as a result – to increase sustainable socio-ecological and economic development, quality of life and well-being of the population of the country as a whole, and individual regions, in particular.

Communicative interactions of suppliers of energy resources in the Arctic territories on the basis of digitalization

The article presents a case study of a big company operating in the Russian Arctic Zone in order to explain the need for digitalisation of communication between energy resource suppliers and customer markets. Currently, the main way of communication between the energy supplier in question and its customer markets is contractual relations. Their timeliness and quality are becoming particularly important, especially for big businesses. The quality of a resource supply contract directly affects the completeness of the resource supply and performance of the schedule agreed in the contract. Contract performance directly influences the financial and economic per-formance of the company and, consequently, its competitiveness on customer markets. A contract as a main communication tool is the critical legal instrument, regardless of the annual number and scope of contracts. It applies to various contracts, from several big orders for companies (enterprises) on sectoral customer markets to tens of thousands on a consumer market reaching individuals and households.

Economic prerequisites for assessing the level of social tension in rural areas

The study is aimed at studying the factors of influence of economic preconditions on the level of social tension in rural areas. Methods. The study analyzes various factors that affect the development of rural areas, with an emphasis on economic impact, and determines the criteria necessary for assessing the level of social tension. The study is based on an analysis of the state of rural areas of the Perm region and the population living in them, based on statistical indicators that characterize them. Data on the level and quality of life of the population, demographic situation, unemployment, crime and migration are analyzed. Scientific novelty. Taking into account the relevance of the research topic, the authors come to a reasonable conclusion about the need to analyze and assess the level of social tension in rural areas. Results and practical significance.

On the basis of the conducted analysis, the characteristic features of the current state of the rural population of the Perm territory are highlighted and described. Factors that influence social tension in these territories are identified, and problems that need to be addressed in order to avoid negative consequences of social tension are identified. Taking into account the relevance of the considered issues for any agricultural territory of our country, the approach proposed by the authors will be interesting and universal in practical application by specialists in the field of state and municipal management, agriculture, and economy of both Federal and state authorities of the subjects of the Russian Federation and local self-government bodies.
