Coronavirus Superstrategy: Global Projection of the “Just-in-time Catastrophe’s” Financial Model for Overcoming the Crisis and Entering into a New Geo-Economic Normality

The world is changing rapidly and irreversibly. The critical value of accumulated macroeconomic imbalances requires radical managerial decisions. As a solution to the problem, catastrophe just-in-time was chosen — preparation and implementation of key extreme events aimed at fundamentally reformatting the global economic management structure with achieving a new global investment and financial cycle based on massive issue of US dollars. The classical model of transforming global crises into the format of phased global financial iterations has now been augmented with a new strategic tool — the coronavirus. The result of implementing the coronavirus superstrategy, which was similar in power to the third world war and successfully replaced it, is the shift in key macroeconomic determinants. The USA once again postponed financial collapse for 10–15 years. Dimension of the financial special operation is unprecedented in terms of resources, territorial scales and depth of impact: former key players voluntarily sacrifice their identity for the opportunity to remain on the Great Chessboard at least in the form of pawns. The other countries’ claims to world leadership have been completely removed. For Russia, unlike most countries — geo-economic competitors, coronavirus reality became a marker confirming the Great Power status. In the scientific article scientific approaches to management of competitiveness in sphere of services in which frameworks classification signs of criteria of management are revealed by competitiveness are systematized, concepts of competitiveness and a competition of sphere of services are specified. On the basis of a substantiation of application of a method of the added cost of a share capital (share holder’s value added – SVA); a method of the economic added cost of Stewart (economic value added – EVA); a method of the added market cost (market value added – MVA) the rating estimation of an index of competitiveness GCI on an example Central and Privolzhsky Federal districts is made.

If you ask an ordinary resident of Russia what he knows about the Shaolin Temple, that was hiding for a long time from human eyes in the Songshan Mountains, he will surely remember numerous colourful films on martial arts exercised by the monks. What else? The most advanced will say that Shaolin Monastery is associated with the name of one of the patriarchs of Chan Buddhism, the Indian monastic warrior Bodhidharma, who passed to the Shaolin inhabitants a method that fundamentally changed their practice of perceiving spiritual experience and improving physical health.
Meanwhile, Shaolin is an integral harmonious philosophical system based on ancient Eastern wisdom, not at all contradicting
Western knowledge (and we will prove it!), but harmoniously complementing the latter. And if we are talking about philosophical system, that is, a picture of how the world works, it is natural to build management approaches within this picture. It is really possible, which is confirmed by experience of the article authors as coaches and organizational development consultants.

Traditional review of the past year strategic trends presents an analysis of the key components of the country’s integral power economy, foreign policy, armed forces, territory, natural resources, culture and religion, science and education, population, management – according to the original methodology developed by the Institute for Economic strategies. The authors suggest that the past 2019 will become a year of breakthrough in creating a quantum computer — a device that can fundamentally change the trend and the speed of technological development, as it once happened with introduction of electricity into industrial production and life.

The scientific article is devoted to the strategic analysis of the features of the use of land and property resources of the city of Moscow. The focus is on the strategic planning documents currently in force and being developed today in the capital of Russia. Taking into account the analysis of strategic goals and priorities of the land and property policy of the city of Moscow, the medium-term dynamics of the indicators of the efficiency of land use and non-residential premises is revealed. On this basis, conclusions are drawn about the need for a systematic approach to improving the socio-economic efficiency of the use of land and property resources of the city of Moscow.

Transparency of Granting of the Information — a Stumbling-Block Between Board of Directors and Shareholders of the Company

The presented clause considers features of granting of the information board of directors of the company its shareholders. The present article purpose is the finding of certain balance of interests between participants of the company (avoiding of the agency conflict), by means of development of the certain mechanism which would allow to warn drawings of a damage of the company. In particular, the regulations of activity developed by the board of directors, with a view of provision of an openness of the information. The information openness of proceedings of board of directors will promote to management transparency of the company, and also increase of its investment attraction. Besides, the openness will allow to understand the true purposes of strategic decisions of company management. Absence transparency in the information on a society, on the contrary, can prevent its successful development. Feature of the presented work is the finding of balance of interests between board of directors (management) of the company and its shareholders. The compromise will be find between granting of the information from company management (validity of granting of the information) about activity of the company and a non-admission from shareholders of abusing the right — availability of unreasonable interest in reception of the corresponding information, intended creation of objective difficulties which can negatively affect company economic activities as a whole and on interests of its shareholders. Recommendations will be made with the help which probably to improve quality of corporate governance by means of the information policy of the company. Achievement of the compromise can be reached concerning information granting (including, about proceedings of board of directors) between management of the company and hareholders by means of constructive dialogue which will allow to soften an agency problem. Besides, in the presented work it is considered necessary implementation in the national legislation of institute of authorised persons which purpose is the control of behaviour of other interested participants at fulfilment of certain transactions (including, the transactions connected with a conclusion of assets from the company) which can be directed on causing of damage of the company and also break economic interests of other shareholders

The paper addresses the issue of forming an intelligent digital infrastructure for managing the country’s economy in special conditions: global disasters, catastrophes and emergencies. The experience of creating large information systems for managing the country’s economy in a special period is evaluated. The convergent approach for creating the required system for management support is proposed. It is shown that under these conditions, high management efficiency can be achieved on the basis of special support for self-organization processes and anti-collapse self-adjusting integration of information system segments and intelligent services that are adaptable to conditions of a known, predictable and unknown nature. At the same time, the integration of network infrastructures involves the distributed processing and storage of data based on interaction and integration of various network environments, which allows to achieve previously unattainable reliability, stability and recoverability of economic management.

As the main objects of study were chosen: projects (R&D, mass production); design department labour resources, implementing projects; tools for automation of management and implementation planning of the design department’s projects. Based on the assessment results, conclusions were drawn up and recommendations were made on recompensing multiple interrelationships of the head of the design department.
