With this publication, we begin a series of articles on strategic planning and creation of flexible multi-level mechanism for forming goals and goal setting. The authors have many years of scientific and practical experience in this field and focus the attention of specialists and persons, responsible for development of strategic planning documents, on extremely important problems and objective reasons of their origin for practical implementation of the provisions of Federal Law No. 172-FZ of June 28, 2014 “On Strategic Planning in the Russian Federation”.

The article deals with the matters of Russian customs further perfecting in the framework of integration processes within the Customs Union by means of developing interaction between the FCS Russia and Federal bodies of executive power, on the basis of new mechanisms for exchange of information necessary for customs control and other types of state control carried out at the border check-points.
