War machine is a power capable to influence the circumstances, not just spewing fire and iron, but also throwing influential (effective) shadow on situations.

The concept of the “hybrid warfare” has become relevant and quite popular after the Crimea joining to Russia, military operations in the Donbass and growing turbulence associated with the Islamic state phenomenon. These events have substantially influenced the concept of modern warfare, security strategy, combining tools from the conventional, guerrilla, cyber and information warfare arsenals. The report was presented at the special event “Hybrid warfare. The armed conflicts shape and palette in the XXI century” within the XXV Economic Forum in Poland.

Crisis of the present involves changing management practices. A search for an effective knowledge-action methodology in a mobile, multifactor, nonlinear environment is conducted. Principles and methods of indirect, matrix, reflective, pointlike, reflex, synergetic control of people and events is formulated. Requirements for intellectual, creative and psychophysical status of a decision maker are increasing. The problem of competence limits of the ruling class can be solved by changing the managerial elite staff or by reducing the overall system level.

The current crisis is based on the shifts in the cultural sphere and should be considered and interpreted only in line with philosophical energies.
